Our client is a leading international Project Management Consultancy with a strong track record in delivering iconic commercial and infrastructure developments across Asia and globally. As part of their continued growth and strategic involvement within the MTR Framework, they are supporting the delivery of a portfolio of major rail, station, infrastructure, and associated development projects across Hong Kong.
In line with the scale, complexity, and commercial significance of this programme, they are seeking an experienced and strategically minded Commercial Management Officer (CMO) with a strong Quantity Surveying, Contracts Administration and Risk background to take full responsibility for the commercial performance of the MTR Framework portfolio. Reporting directly to the Programme Director, you will lead the commercial strategy and execution across multiple concurrent projects, ensuring robust financial governance, contract management, procurement excellence, and risk control at every stage of delivery.
This is a senior executive leadership role requiring full accountability for commercial outcomes across budget management, procurement, contract administration, cost control, change management, and financial reporting. You will lead a team of Commercial Managers, Commercial Leads, and Quantity Surveyors while working closely with programme leadership, client stakeholders, consultants, contractors, and delivery partners. You will ensure that commercial strategy aligns seamlessly with the wider programme delivery framework. This will involve oversight of programme-wide procurement sequencing, contract packaging strategies, commercial governance processes, cost benchmarking, risk mitigation measures, and financial controls across multiple workstreams and project packages.
From early-stage business case development, cost planning, and procurement strategy through to contract close-out and final account settlement, you will drive commercial governance at programme level. This includes establishing cost control systems, implementing reporting frameworks, managing commercial interfaces between projects, overseeing claims and variations, ensuring contractual compliance, and providing transparent financial reporting to programme leadership and client executives.
A key element of the role will be leadership and commercial discipline. You will establish the commercial standards, governance structures, and reporting protocols across the programme, fostering a culture of accountability, accuracy, collaboration, and proactive risk management. You will act as the primary escalation point for complex commercial matters, ensuring disputes, claims, and contractual challenges are managed effectively and resolved in the best interests of the programme.
A strong background in Quantity Surveying is essential, together with deep expertise in cost planning, procurement strategy, contract management, commercial governance, change control, claims management, and financial reporting at scale. Experience working under NEC, FIDIC, MTR, or equivalent major infrastructure contract forms will be highly advantageous, as will previous experience operating within a structured PMO environment and managing multi-package infrastructure programmes.
