Our client is a leading international Project Management Consultancy operating at the forefront of the mission-critical construction sector, with a strong and expanding presence in the Philippines. With a major hyperscale data centre development now underway near Makati, they are entering a critical phase of delivery on a flagship greenfield campus comprising three buildings, each in excess of 100MW.

In line with the scale, complexity and commercial significance of this programme, they are seeking an experienced and strategically minded Commercial Director (CMO) with a Quantity Surveying background to take full responsibility for the commercial performance of the campus. Reporting directly to the Programme Director (PMO), you will lead the commercial strategy and execution across the full 300MW+ development, ensuring robust financial governance, contract management and risk control at every stage.

This is a senior leadership role requiring full accountability for commercial outcomes across budget, procurement, contract administration, cost control and financial reporting. You will lead the commercial function across multiple buildings, overseeing a team of commercial managers and quantity surveyors, while working in close coordination with project leadership, consultants, contractors and client stakeholders.

Working within the Programme Management Office structure, you will ensure that commercial strategy aligns seamlessly with the overarching campus delivery framework. This will involve oversight of programme-wide procurement sequencing, contract packaging strategy, change management protocols, cost benchmarking, and commercial risk mitigation across all buildings and shared infrastructure.

From early-stage pre-construction and procurement strategy through to final account and close-out, you will drive commercial governance at programme level. This includes establishing cost control systems, implementing reporting frameworks, managing commercial interfaces between buildings, overseeing claims and variations, and ensuring financial transparency to the Programme Director and client representatives.

A key element of the role will be leadership and commercial discipline. You will set the commercial tone and standards across the campus, fostering a culture of accountability, accuracy and proactive risk management. You will act as the primary escalation point for complex commercial matters, ensuring that disputes, claims and contractual challenges are resolved decisively and in the best interest of the programme.

The successful candidate will bring substantial experience in commercial leadership on large-scale, mission-critical or infrastructure projects, ideally within hyperscale data centre environments. You will have operated at Commercial Director, Commercial Manager or Senior QS leadership level on major projects exceeding $500M in value, with demonstrable responsibility for full lifecycle commercial oversight.

A strong background in Quantity Surveying is essential, with deep expertise in cost planning, contract strategy (FIDIC or equivalent), procurement management, change control and financial reporting at scale. Experience operating within a structured PMO environment and on campus-style or multi-building developments will be highly advantageous.

You will be a commercially astute and visible leader, capable of maintaining oversight of complex contractual and financial detail while supporting programme momentum. Strong negotiation, stakeholder management and communication skills are critical, as you will interface daily with client executives, contractors, consultants and senior programme leadership.
