Our client is a leading international Project Management Consultancy at the forefront of the mission-critical sector, with a rapidly expanding presence in the Philippines. As delivery accelerates on a landmark hyperscale data centre campus near Makati—comprising three buildings of 100MW+ each—they are seeking an experienced Procurement Director to lead procurement strategy and commercial governance from an owner’s perspective.

This is a pivotal leadership role within the Programme Management Office. Reporting to the Commercial Director, you will take ownership of programme-wide procurement strategy, contract packaging and supply chain governance across the full 300MW+ greenfield development. Your mandate is clear: deliver procurement excellence, commercial rigour and supply chain resilience at every stage of the programme lifecycle.

Acting as the client’s authority on procurement and market engagement, you will design and implement the master procurement strategy—establishing contracting frameworks, tender governance structures and supplier evaluation methodologies that ensure transparency, competitiveness and alignment with programme objectives. You will oversee end-to-end tender processes, from prequalification through negotiation and award, ensuring robust commercial due diligence, risk allocation and contractual clarity.

Beyond process, this role demands leadership and strategic judgement. You will define packaging strategy across multiple buildings and critical systems, aligning procurement sequencing with design maturity and construction phasing. Working closely with estimating, cost and technical teams, you will ensure commercial terms reflect programme risk profiles and performance expectations. As the senior escalation point for complex contractual and supply chain matters, you will safeguard the client’s commercial position while enabling delivery momentum in a fast-paced hyperscale environment.

The ideal candidate will bring extensive experience leading procurement or commercial functions on major capital projects exceeding $500M, ideally within mission-critical, infrastructure or hyperscale data centre environments. A strong Quantity Surveying, Commercial Management or Supply Chain background is essential, alongside deep expertise in contract strategy (FIDIC or equivalent), tender governance, supplier negotiation and change management. Experience operating within a structured PMO or multi-building campus environment will be highly advantageous, as will prior exposure to Southeast Asian markets.
