Our client is a leading international Project Management Consultancy operating at the forefront of the mission-critical construction sector, with a strong and expanding presence in the Philippines. With a major hyperscale data centre development now underway near Makati, they are entering a critical phase of delivery on a flagship greenfield campus comprising three buildings, each in excess of 100MW.

In line with the scale and complexity of this programme, they are seeking an experienced and strategically minded Programme Director (PMO) to lead the overall delivery structure and provide executive oversight across the full project lifecycle.

As such, they are looking for a senior leader with a Project Director background who can take ultimate responsibility for programme governance, performance and integration across all three buildings. In this high-impact role, you will oversee a Project Leader assigned to each building, ensuring consistency of approach, alignment of milestones and adherence to budget, schedule, quality and safety objectives. You will also work closely with the Commercial Director and lead the estimating and procurement functions to ensure robust cost control, package strategy and supply chain performance across the campus.

You will play a central role in establishing and driving the Programme Management Office (PMO), implementing best-in-class controls, reporting frameworks and risk management processes suitable for a hyperscale environment. A core part of the role will be ensuring that programme-wide dependencies are identified early, interfaces between buildings are carefully managed and that delivery strategies remain aligned with client objectives.

Given the greenfield nature of the development, you will provide leadership from early-stage planning and pre-construction through to commissioning and handover. This will include oversight of master scheduling, commercial strategy, procurement sequencing, change management and stakeholder coordination. You will ensure that governance structures are clear, reporting is accurate and transparent, and that executive-level decision-making is supported by reliable data and analysis.

The successful candidate will bring substantial experience leading large-scale, mission-critical or infrastructure programmes, ideally within hyperscale data centre environments. You will have operated at Project Director or Programme Director level on multi-building or campus-style developments, with direct responsibility for senior project leaders and commercial teams. A strong understanding of cost management, procurement strategy and contract administration at scale is essential.

You will be a decisive and visible leader, capable of setting direction while maintaining oversight of detail. Strong communication and stakeholder management skills are critical, as you will interface with client representatives, consultants, contractors and senior internal leadership. Experience working in fast-paced, high-capacity (100MW+) environments will be highly advantageous.

A strategic mindset, commercial acumen and the ability to build and lead high-performing teams are fundamental to this role. You will be expected to create a culture of accountability, performance and collaboration across the programme, ensuring that each building team operates cohesively within the broader campus strategy.
