Our client is a leading international Project Management Consultancy at the forefront of the mission-critical sector, with a rapidly expanding presence in the Philippines. As delivery accelerates on a landmark hyperscale data centre campus near Makati—comprising three buildings of 100MW+ each—they are seeking an experienced Estimating Director to lead cost strategy and tender governance from an owner’s perspective.

This is a pivotal leadership role within the Programme Management Office. Reporting to the Commercial Director, you will take ownership of programme-wide cost planning, estimation and tender evaluation across the full 300MW+ greenfield development. Your mandate is clear: provide cost certainty, commercial clarity and rigorous financial oversight at every stage of delivery.

Acting as the client’s authority on pricing and cost intelligence, you will shape and manage the master cost plan, establish benchmarking frameworks, and design robust tender evaluation processes that ensure transparency, competitiveness and alignment with programme objectives. You will independently validate contractor pricing, interrogate assumptions, assess risk allowances and provide clear, strategic recommendations to senior stakeholders.

Beyond numbers, this role is about leadership and judgement. You will set the standard for estimating discipline across the campus—bringing structure to procurement sequencing, supporting contract packaging strategy, and ensuring that design development remains aligned with budget realities. As the primary escalation point for complex cost matters, you will safeguard the client’s commercial position while maintaining programme momentum.

The ideal candidate will bring extensive experience leading estimating or commercial functions on major projects exceeding $500M, ideally within mission-critical, infrastructure or hyperscale data centre environments. A strong Quantity Surveying background is essential, alongside deep expertise in cost planning, contract strategy (FIDIC or equivalent), procurement and change control. Experience operating within a structured PMO or multi-building campus environment will be highly advantageous.
