Our client is a leading international cost consultancy with a strong presence across Asia-Pacific, delivering large-scale, complex infrastructure and aviation projects for global clients. With a major airport development programme underway in Singapore, they are seeking a CSA Cost Manager (Secondment) to support delivery across key civil, structural, and architectural packages.
This is a high-impact role suited to a commercially astute professional with strong civil, structural and architectural experience on large-scale infrastructure or aviation projects. You will play a key role in driving cost control, procurement strategy, and commercial governance within a complex, fast-paced environment.
As such, you will manage CSA cost elements across the full project lifecycle, overseeing both pre- and post-contract activities while working closely with project teams, contractors, and consultants. You will support cost planning, tendering, and contract administration, ensuring robust cost management and alignment with programme objectives.
You will be responsible for preparing and validating cost plans, estimates, and tender documentation, supporting contractor negotiations and contract awards, and managing variations, valuations, and change control during construction. You will monitor costs against budgets, identify risks and opportunities, and provide clear, accurate reporting to stakeholders.
In addition, you will maintain cost benchmarks and reporting frameworks, ensuring consistency and transparency across all CSA packages, while collaborating with multidisciplinary teams to resolve commercial issues and drive value.
The successful candidate will hold a degree in Quantity Surveying, Cost Management, Engineering, or a related field, with prior experience in consultancy or contractor environments. You will have proven experience delivering CSA packages on large-scale infrastructure or aviation projects, with strong expertise in pre- and post-contract cost management.
You will be commercially sharp, detail-oriented, and confident managing stakeholders within complex project environments. Experience in airport developments is highly advantageous, alongside strong communication, negotiation, and reporting skills.
