Our client is a leading international cost consultancy with a strong presence across Asia-Pacific, delivering large-scale, complex infrastructure and aviation projects for global clients. With a major airport development programme underway in Singapore, they are seeking an MEP Cost Manager (Secondment) to support delivery across critical mechanical, electrical, and public health packages.

This is a high-impact role suited to a commercially astute professional with strong MEP experience on large-scale infrastructure or aviation projects. You will play a key role in driving cost control, procurement strategy, and commercial governance across technically complex building systems within a fast-paced delivery environment.

As such, you will manage MEP cost elements across the full project lifecycle, overseeing both pre- and post-contract activities while working closely with project teams, contractors, and specialist consultants. You will support cost planning, tendering, and contract administration, ensuring robust commercial management and alignment with programme objectives.

You will be responsible for preparing and validating cost plans, estimates, and tender documentation for MEP packages, supporting contractor negotiations and contract awards, and managing variations, valuations, and change control throughout construction. You will monitor costs against approved budgets, identify risks and value opportunities, and provide clear, accurate reporting to stakeholders.

In addition, you will maintain cost benchmarks and reporting frameworks, ensuring consistency and transparency across all MEP works, while collaborating with multidisciplinary teams to resolve technical and commercial challenges and drive value engineering initiatives.

The successful candidate will hold a degree in Quantity Surveying, Cost Management, Engineering, or a related discipline, with prior experience in consultancy or contractor environments. You will have proven experience delivering MEP packages on large-scale infrastructure or aviation projects, with strong expertise in pre- and post-contract cost management.

You will be commercially sharp, detail-oriented, and confident managing stakeholders across complex project environments. Experience in airport developments or major infrastructure programmes is highly advantageous, alongside strong communication, negotiation, and reporting skills.
