Our client is a leading international cost consultancy with a strong presence across Asia-Pacific, delivering high-value, mission-critical projects for global clients. With a rapidly expanding data centre portfolio across the region, they are seeking a Regional Cost Manager (Secondment) to provide strategic commercial oversight and drive consistency across multiple project sites. This is a high-impact regional role, ideal for a commercially astute professional with strong data centre or mission-critical experience, looking to operate at programme level while influencing cost governance, procurement strategy, and delivery standards across a complex, multi-site portfolio.

As such, you will act as the regional lead for cost management, overseeing both pre- and post-contract activities, supporting site teams, and ensuring alignment with global programme requirements. You will serve as the key escalation point for sub-regional teams, providing leadership across all cost management functions while ensuring alignment with governance frameworks, standards, and reporting requirements. You will lead compliance audits, oversee documentation reviews, and drive the consistency and quality of cost processes across all project sites.

In addition, you will support the development of commercial strategies for new data centre projects and regional expansions, including reviewing and validating ROM budgets with clear assumptions and risk considerations. You will lead regional and programme-level RFPs, manage strategic procurement packages, and review site-level commercial recommendations prior to contract award. From a cost management perspective, you will oversee cost risk across the full project lifecycle, lead change management processes, and consolidate cost data across multiple sites to provide clear regional reporting and programme visibility. You will also develop and maintain cost benchmarks, databases, and template budgets using historical data and market insights.

Operationally, you will support site teams in procurement, RFP processes, and commercial negotiations, assist with contractor onboarding, and ensure alignment with programme expectations. You will contribute to funding requests, cashflow planning, and portfolio-level financial tracking, while also supporting quarterly planning and the rollout of new initiatives across the region. A key aspect of the role will be team development, where you will mentor and support cost managers across multiple locations, drive training initiatives, and ensure consistent adoption of tools, systems, and processes, while also supporting resource planning and utilisation across the regional cost function.

The successful candidate will hold a degree in Quantity Surveying, Cost Management, Engineering, Construction, or a related field, with prior experience in cost or commercial management within a consultancy or construction environment. You will bring proven experience managing regional or multi-site project portfolios, with a strong background in pre-contract strategy, procurement, and cost governance. Experience within data centres, mission-critical, or industrial projects will be highly advantageous. You will possess strong leadership, stakeholder management, and cross-functional coordination skills, along with the ability to manage complex reporting structures and operate effectively at programme level.
